Preamble: Balloons can slow down the other cars.

SECTION 1: No balloons so that it won't pop while the other car is moving. 

 SECTION 2: The balloons can slow cars down. 

SECTION 3: Balloons can get in the way of the car.

SECTION 4: Balloons might not make the car run that fast

SECTION 5: Our group will not use any balloons.
